Terms and Conditions

Prepay Rules
  • Retain your reservation confirmation number as it is necessary for modification, cancellation or no-show refund requests. Changes to your prepay reservation must be made either on Budget.com, Budget.com.au or Budget.co.nz or at the rental counter. At time of change, current rates, taxes and fees apply.
  • Your credit or debit card will be charged upon reservation confirmation. Method of prepayment toward your rental may not be changed after confirmation.
  • Debit cards are not accepted at some Budget locations and are not a recommended form of prepayment.
  • While a debit or prepaid charge card is an acceptable form of rental prepayment online, they may not be accepted for the credit hold required when you pick up your vehicle.
  • Please review the terms and conditions on our confirmation page regarding credit or debit card acceptance at the location. To release the vehicle to you at time of pick-up, all rental terms and conditions must be met, regardless of your original prepayment.
  • Prepaid Debit/Gift cards are not acceptable methods of credit identification to pick up a vehicle at any location. One of the above mentioned cards must be presented. Prepaid Debit/Gift cards are accepted at time of return only.
  • The same credit or debit card used to complete an online Pay Now reservation must be presented at the rental pick-up counter as a form of identification.
  • Generally, at the time of rental, we'll require an authorization hold on your credit card or debit card. A prepaid charge card is not accepted for this required hold.
  • The card presented at pickup will be the card of record for the rental.
  • If you use a debit card at a location that accepts them, we will perform a credit check to ensure credit worthiness before releasing the vehicle and you must also present a second form of current identification.
  • Prepaid reservations are only offered at participating locations.
  • Upon paying your rental with a Debit Card, Budget will generally request an authorization hold against your account for the estimated charges of the rental but reserves the right in its sole, discretion, to request extra value based on certain factors as we deem appropriate. Some exceptions may apply. THESE FUNDS WILL NOT BE AVAILABLE FOR YOUR USE.
  • If you selected Fuel Service Option, fuel price isn't included in your reservation total, but prevailing market rate will be added when you return your vehicle .
  • Budget accepts most major credit cards as credit identification at the time of rental. Accepted credit cards: Budget Charge Card, American Express, AT&T Capital, Diner's Club Intl, Discover, China Union Pay, GE Capital, JCB, MasterCard, PHH, Sears and Visa. Some locations may not accept each of the referenced cards.
  • Coupons may be applied to prepay rentals. Vouchers or Budget rental certificates cannot be used in conjunction with a prepay reservation.
  • Gift Cards (Budget or any other) are not allowed on prepay reservations.
  • When the rental is over, we will process the reversal but the bank may take time to post it back to the account - unless you already paid toward your rental, in which case the hold will be only $100 USD. While this hold is in place, the funds will not be available for your use.
  • Budget is not responsible for any returned checks or overdrafts based on this policy.
  • Your quoted rental rate is based on the exact parameters (locations, dates, etc.) of your particular rental - changing your confirmed reservation parameters could result in a different rate.
  • There is no fee for making the following changes: vehicle type, options (GPS, protections, etc.), rental period dates/times, adding other drivers, switching between participating prepay pick-up locations within the same country. To change to a non-participating location or one outside of the original pick-up country, you must cancel your original reservation (with applicable cancellation fee) and re-book at then current rates.
  • Non-permissible changes include: method of prepayment; name on reservation; changing your pick-up to a non-participating prepay location or one outside of the original pick-up country. If you still wish to make these changes, you must cancel your original prepay reservation with applicable cancellation fee and re-book at then current rates.
  • At time of rental pick-up, location rental qualification rules apply. The name on all rental credentials (license and credit or debit card) must match the name on the reservation. If the names do not match, it is deemed a non-permissible change to your prepay reservation and must follow procedures to cancel and re-book at then current rates (with applicable cancellation or no-show fees).
  • At the time of pick up, driver must present a valid driver's license and credit card (or debit card at participating locations) in the driver's name. A prepaid charge card is not an acceptable credential. All drivers must have a safe driving record.
  • At time of pick up, driver must present a valid, drivers license and credit or debit card in the driver's name. If the drivers license is not U.S.-issued, you must present your drivers license and either a passport or a Canadian enhanced license in the driver's name.
  • At the time of rental, the renter or authorized driver may be subject to an electronic DMV check from the issuing state of the driver's license, or may be asked to sign a declaration attesting to specific criteria.
  • Positive identification in addition to your driver's license may be required.
  • Your total rental rate is calculated based on the information provided at time of reservation.
  • Vehicles are rented on a daily (24-hour) basis. There is a 29-minute grace period for returns. After 30 minutes late, a 3/4-day late charge + $.01 + taxes apply. After 90 minutes late, full-day late charges + taxes apply. There is no grace period for rental fees, surcharges and optional equipment or protections charges, so full-day late charges will apply for these items.
  • Extensions or late returns result in additional charges.
  • Rather than requiring customers to be 25 to rent, Budget now rents to customers between the ages of 21-24 with a valid credit card and driver's license. At time of rental, we will automatically apply an additional underage surcharge for these drivers.
  • The collection, use and retention of your information, including your personally identifiable information, provided to us in connection with payment for our services and products, or participation in our programs, whether directly by you or on your behalf through a payment service, is subject to our Privacy Notice.

Cancellation Policy

  • Changes to a reservation must be done at Budget.com, Budget.com.au, or Budget.co.nz using the "Modify/Cancel" option.  Any changes to the reservation may impact the rental charges.  If a prepaid reservation is cancelled more than 24 hours before the pickup time, a $50.00 USD cancellation fee will be assessed.
  • If you need to cancel during the 24 hour period prior to the scheduled pick-up time, we will refund the full prepaid amount less a $150 USD processing fee. 
  • If you do not cancel the reservation prior to the time of pick-up and the rental vehicle is not picked up on the rental date, no portion of the prepaid amount will be refunded.
  • If you return the vehicle before the original return date (early return), you will not be refunded any portion of the payment.
  • All refund requests must be submitted within six months of the scheduled rental pick up date. No refunds will be granted after this six month window.
  • Underpayments will be handled at the counter at time of rental return. Unfortunately, we can't promise that your prepaid daily vehicle rate will apply if you change vehicle types, lengthen or shorten your rental period or change your pick up location.
  • Upon returning the vehicle, Budget will process a release of the unused portion of the hold subject to your bank's procedure. This hold may take up to two weeks to be released by your bank.
  • If you have already paid toward your rental using a debit card, we will reverse any hold when the rental is over. The bank, however, may take time to post it back to your account. While this hold is in place, the funds will not be available for your use.

Supplemental Liability Insurance

Supplemental Liability Insurance is not available at this location.


Optional Coverages

Damage Waiver

In most cases, Damage Waiver is provided with the vehicle as standard. If it is included, it will be stated on your Rental Agreement Form (and in your booking confirmation).

Damage Waiver reduces the amount you pay for each clearly separate incident of damage if the vehicle is damaged (or the amount you pay to replace any keys, accessories or vehicle documents that are lost, stolen or damaged).

The amount you pay for each clearly separate incident of damage will be the lower of a) the applicable cost payable under the Theft, Loss, and Damages Policy; or b) the excess stated on your Rental Agreement Form.

Normally between EUR 21.56 and EUR 34.05 per day (if not included as standard)


If you choose not to purchase CDW you are assuming financial responsibility up to the full value of the rental car. You must also provide proof of coverage by a third party. A hold for EUR 5000.00 will be placed on your credit card and a EUR 30.00 administration fee will be added to your rental.

Super Damage Waiver (SCDW)

An excess reduction product which reduces your damage waiver excess to zero (or, if higher, the amount shown on your Rental Agreement Form) on cars.

Normally between EUR 24.00 and EUR 32.00 per day

Theft Protection waiver (TP)
In most cases, Theft Protection waiver is provided with the vehicle as standard. If it is included, it will be stated on your Rental Agreement Form (and in your booking confirmation).

Theft Protection waiver reduces the amount you pay if the vehicle is stolen during the rental period.

The amount you pay will be the lower of a) the applicable cost payable under the Theft, Loss, and Damages Policy; or b) the excess stated on your Rental Agreement Form.

Normally EUR 10.21 (if not included as standard)

Super Theft Protection waiver (STP)

An excess reduction product which reduces your theft protection excess to zero on cars

Super Theft Protection waiver is included with Excess Reduction if purchased.

Windscreen protection


This protection reduces the amount you pay to zero if the windscreen is damaged while you’re renting the vehicle. Having windscreen protection also means you won’t pay a Damage/Loss/Repair Processing Fee.

Credit Card Policies

We accept:

Debit cards may be used to prepay at the time of booking, but the renter must present a credit card when picking up the car.

We also do not accept cash. 

Unless confirmed otherwise, the amount of the pre-authorisation taken on pick-up of the rental vehicle is calculated as follows: 

  • The Excess Amount
  • The vehicle rental price (including all optional extras you've requested), calculated at the start of the rental based on the intended length of the rental.
  • If you have selected our Pay Now option, when booking, the sum you have paid will be deducted from the pre-authorisation value.
  • Fuel Deposit.

Debit Card Policies

Debit cards are not accepted.


Drivers License

Requirement to bring a valid driving licence with you.

In the Republic of Ireland, all drivers must bring their valid licence with them.

  • UK driving licence holders should note that the paper part of your driving licence is no longer valid. We require all UK licence holders to present evidence of their driving record (entitlements/endorsements) before the vehicle can be rented. This can be obtained by printing it out from the DVLA's 'Share Driving Licence' section - before you collect your vehicle. This must be printed within 21 days of your pickup date.
  • An international driver’s licence will be required where an English translation is not present on the driving licence.
  • We reserve the right to ask pre-qualifying questions on your insurance history. You may be refused a vehicle based on the answers you provide.


Minimum licence requirements

All drivers must have held their licences for at least 2 years from the date of pick-up. Additionally, all drivers must have been eligible to hold valid licence for a minimum of 8 to 12 years depending on car group.

If a licence does not show the driver has held it for the minimum period, then they must provide evidence, such as:

  • previous driving licences; or
  • a letter from their driving licence authority stating that they have held it for this minimum period.

Personal Accident Insurance

Personal Accident Insurance (PAI)

Covers the driver of the vehicle and personal items in the vehicle in the event of an accident. Personal Accident Insurance provides the following benefits:

  • A maximum of EUR 25,000.00 in the event of death, loss of limbs or eyes or permanent total disability
  • Medical assistance and rescue costs (conditions apply)
  • Personal effects up to EUR 1,500.00 
  • An excess of EUR 30.00 applies.


Personal Accident Insurance is underwritten Chubb Limited. You will need to agree to their terms and conditions. 

Normally EUR 8.00 per day


Public Liability and Property Damage

Additional Driver Policy

Additional drivers must be approved and specified on the Rental Agreement Form. You must not let anyone else drive the vehicle.

All additional drivers must meet our driving licence and ID requirements (additional driver surcharges may also apply).

If we agree to additional drivers, any fees and surcharges will be stated on your Rental Agreement Form.

You will be responsible for all costs – whether they’re down to you or your additional drivers. It is your responsibility to make sure all additional drivers read the terms set out in the Rental Agreement carefully before they drive the vehicle.

We charge a fee for every Additional Driver we allow to drive the vehicle. The price is EUR 11.35 per day, per driver.


Additional Fees

No Smoking Policy / Valeting Fee

Budget maintain high standards of vehicle cleanliness and operate a no smoking policy in all our vehicles. Customers who return a vehicle that is excessively dirty or that requires valeting due to tobacco smoke will be subject to a minimum fee of EUR 100.00.


Age Requirements

Minimum driver age restrictions 

There are no minimum age restrictions in the Republic of Ireland. However, you must meet the Minimum licence requirements. 

Maximum driver age restrictions 

When you book, you'll be told if there are any maximum age restrictions for the vehicle you request. If you're not sure, please check your booking confirmation email or call the reservations team. 

Customers over 76 years are eligible to rent with the following specific conditions:

  • They must drive regularly.
  • They must provide us with a letter from their insurance company proving that they hold a current motor insurance policy and that they have. 
  • been driving without having an accident for the last 5 years.
  • They must provide us with a letter from their doctor stating that they are in good health.
  • They may be required to undergo a driving assessment accompanied with an Budget representative.

Cancellations/No Shows

To cancel your booking use the websites  Manage Booking facility. If you cancel 48 hours prior to your  pickup time there will be no charge. Cancellation after this time or if you do not pick up the car will incur a fee of EUR 30.00


Cross Border Driving

Budget cars can be driven into Northern Ireland without restriction but may not be taken outside the Republic of Ireland, and Northern Ireland.  Cross border Fee of 34.00 EUR per rental will apply.


Estimated Totals

Estimated total includes base rate, taxes, and surcharges. Items such as coupon discounts, child safety seats and gas are NOT included in the estimated total. Optional coverages and one-way fees are subject to tax in certain locations. This tax is not reflected in the Estimated Total.

Estimated total is subject to change based upon exchange rates at the time of rental.


Extending your rental

Renters who wish to extend their rental may  contact our reservations department. Renters may be required to visit a rental  station to sign the updated rental agreement. Extra days will be charged based  on the local rate at the time the extension is made.


Fines

Fines and charges

If a fine or charge is sent to us because you haven't paid a charge or complied with the law, we will take payment for:

  • Our administration fee of EUR 30.00 for each fine or charge issued to cover our costs of dealing with the fine or charge; and
  • the actual amount of the fine or charge imposed if we have to pay it.


Keeping the vehicle interior clean

Please note the following:

  • You are not permitted to smoke in your rental vehicle. If we believe anyone has smoked in the vehicle during the rental period, a specialist cleaning charge will apply.
  • If the interior of the vehicle is especially muddy, dirty, stained, or smelly, and our standard cleaning procedure will not fix it, you will be charged a specialist cleaning charge of up to EUR 300.00.


Toll Roads

All toll payments are the renter's responsibility and should be paid directly to the toll operators.

Customers travelling on the m50 in Dublin should be aware there is a barrier-free tolling system (eflow) between junction 6 and junction 7. The vehicle
registration number is recorded to facilitate payment by the means listed below, there are no toll booths.

As the renter of the vehicle, you are responsible for payment of this charge. Payment must be made before 8pm on the day following your journey. Details on toll payments can be found here: www.budget.ie/tolls


Fuel

Fuel charges - traditional fuel (diesel or petrol) and hybrid vehicles

Returning the vehicle

Unless you agreed a different refuelling option (see below), you must return the vehicle to us with the same amount of fuel it had in it when you picked it up usually a full tank as shown on the factory-installed fuel gauge or automatically logged in respect of connected cars. We recommend you fill up as close to the return location as you can on the return date and keep the receipt to show us. If you don't return the vehicle with a full tank and you can't show us a receipt for fuel we will charge you.

Fully electric vehicles

We charge a fixed amount dependent on the battery life showing on the factory-installed battery gauge. This is the "Pay on Return" rate. The amounts charged are set out below:

* Unless the vehicle had less than 70% battery charge when you collected it, in which case, you must return it with at least the same % battery charge as it had at time of pick-up in order for no additional costs to be applied.

All Tesla Supercharger use will be billed to your credit card on the vehicles return.

Rates

Budget Car Rental reserves the right to amend price structures without notice. Prices quoted at time of booking however are guaranteed. Internet rates cannot be used in conjunction with any offline offers.

Availability

Vehicle models illustrated on this site are for guidance only. Whilst every effort is made to ensure that a vehicle from the group reserved is available, we reserve the right to substitute an alternative similar model.

Unlimited Mileage

Budget have no mileage restrictions.

Barrier Free Tolling on the M50 motorway

It is the renters responsibility to ensure all due tolls are paid within the correct time frame. More information about barrier free tolling is available at the counter.

Fuel Policy

For your convenience your car will be supplied with a full tank of fuel which you will be asked to pay for when picking up the car. If you return the car full you will be refunded the cost of the fuel. 


One Way Fees

If you want to pick up the vehicle and return it to a different location, an additional fee will be payable.

If you asked for a one-way rental when you booked, the fee will be included in your total rental price.

If you didn't ask for a one-way rental when you booked and you want to return the vehicle to a different location in the same country, you can expect pay an additional fee of between EUR 65.00 and EUR 150.00.

Drop offs at a different location must be agreed with us in advance. Please contact us if you would like to understand what additional fee will apply to a one-way rental in circumstances where it didn't form part of your original rental agreement.

If you did not request a one-way rental but return the vehicle to a different location, you will be charged a one-way fee at the 'pay at location' prices available on the day you return the vehicle.


Special Equipment

GPS (satellite navigation system)

The fee for renting a GPS is EUR 15.00 per day. If the GPS is damaged, lost or stolen, you'll have to pay for a replacement. This is likely to cost between EUR 100.00 and EUR 150.00 on top of the hire fee.

Budget Travel Partner


Budget Travel Partner service provides assistance from language translation to lost property services and much more. We provide this service on behalf of a third party and will provide you with details when you pick up the vehicle.

The fee for Budget Travel Partner service will depend on where you are renting but you can expect it to cost between EUR 9.00 a day.

 

Car seats
We offer baby, infant and child seats. A baby seat is typically suitable for a child from birth to 12 months old and weighing no more than 13 kilos. An infant seat is typically suitable for a child aged 9 months to 4 years old and weighing between 9 and 18 kilos. A child seat is typically suitable for a child aged 4 to 11 years old and weighing between 15 and 36 kilos.

In some rental locations, we may arrange for a third party to fit the seat for you. But remember, it is always your responsibility to check the seat is fitted correctly before you drive away.

The fee for renting a seat is EUR 45.40 per rental.

If the seat is damaged, lost or stolen, you will have to pay for a replacement. This is likely to cost between EUR 100.00 and EUR 150.00 on top of the hire fee.

 

In Terminal Pick-Up
In terminal pick-up at Dublin Airport can be pre-booked for EUR 25.00 per rental.

 

Carbon Offset Donation

Travel Into Other Countries

Taking your vehicle outside the country

You are not allowed to take your vehicle outside the country.

If you want to drive into Northern Ireland, your rental will be subject to a cross border fee of EUR 34.00, and you must agree this with us in advance of travel. This fee covers cross border vehicle retrieval in case of breakdown. Budget vehicles may not be taken outside of the Republic of Ireland and Northern Ireland.

 

In the event of a breakdown caused by customer fault (or where the breakdown takes place in an unpermitted country)

In these circumstances you will be charged a "call out" charge for our partners to come out and provide assistance "roadside". This charge is between EUR 200.00 and EUR 400.00.
