The state employs E-ZPass, an electronic toll collection system, for streamlined travel and a cashless payment experience. Yes, out-of-state drivers using New York toll roads must pay tolls.

Toll roads in New York have gone cashless, so if you’re driving in a rental car, one of two things will happen. 

  1. In most cases, driving through tolls opts you into Budget e-toll services, and you’ll be charged for the tolls after you finish your rental. 

  2. You also have the option to bring a personal E-ZPass transponder to use instead of the one inside the car. If you use this option, you are responsible for ensuring that your transponder gets charged rather than the Budget transponder.
