Terms and Conditions

Prepay Rules
  • Retain your reservation confirmation number as it is necessary for modification, cancellation or no-show refund requests. Changes to your prepay reservation must be made either on Budget.com, Budget.com.au or Budget.co.nz or at the rental counter. At time of change, current rates, taxes and fees apply.
  • Your credit or debit card will be charged upon reservation confirmation. Method of prepayment toward your rental may not be changed after confirmation.
  • Debit cards are not accepted at some Budget locations and are not a recommended form of prepayment.
  • While a debit or prepaid charge card is an acceptable form of rental prepayment online, they may not be accepted for the credit hold required when you pick up your vehicle.
  • Please review the terms and conditions on our confirmation page regarding credit or debit card acceptance at the location. To release the vehicle to you at time of pick-up, all rental terms and conditions must be met, regardless of your original prepayment.
  • Prepaid Debit/Gift cards are not acceptable methods of credit identification to pick up a vehicle at any location. One of the above mentioned cards must be presented. Prepaid Debit/Gift cards are accepted at time of return only.
  • The same credit or debit card used to complete an online Pay Now reservation must be presented at the rental pick-up counter as a form of identification.
  • Generally, at the time of rental, we'll require an authorization hold on your credit card or debit card. A prepaid charge card is not accepted for this required hold.
  • The card presented at pickup will be the card of record for the rental.
  • If you use a debit card at a location that accepts them, we will perform a credit check to ensure credit worthiness before releasing the vehicle and you must also present a second form of current identification.
  • Prepaid reservations are only offered at participating locations.
  • Upon paying your rental with a Debit Card, Budget will generally request an authorization hold against your account for the estimated charges of the rental but reserves the right in its sole, discretion, to request extra value based on certain factors as we deem appropriate. Some exceptions may apply. THESE FUNDS WILL NOT BE AVAILABLE FOR YOUR USE.
  • If you selected Fuel Service Option, fuel price isn't included in your reservation total, but prevailing market rate will be added when you return your vehicle .
  • Budget accepts most major credit cards as credit identification at the time of rental. Accepted credit cards: Budget Charge Card, American Express, AT&T Capital, Diner's Club Intl, Discover, China Union Pay, GE Capital, JCB, MasterCard, PHH, Sears and Visa. Some locations may not accept each of the referenced cards.
  • Coupons may be applied to prepay rentals. Vouchers or Budget rental certificates cannot be used in conjunction with a prepay reservation.
  • Gift Cards (Budget or any other) are not allowed on prepay reservations.
  • When the rental is over, we will process the reversal but the bank may take time to post it back to the account - unless you already paid toward your rental, in which case the hold will be only $100 USD. While this hold is in place, the funds will not be available for your use.
  • Budget is not responsible for any returned checks or overdrafts based on this policy.
  • Your quoted rental rate is based on the exact parameters (locations, dates, etc.) of your particular rental - changing your confirmed reservation parameters could result in a different rate.
  • There is no fee for making the following changes: vehicle type, options (GPS, protections, etc.), rental period dates/times, adding other drivers, switching between participating prepay pick-up locations within the same country. To change to a non-participating location or one outside of the original pick-up country, you must cancel your original reservation (with applicable cancellation fee) and re-book at then current rates.
  • Non-permissible changes include: method of prepayment; name on reservation; changing your pick-up to a non-participating prepay location or one outside of the original pick-up country. If you still wish to make these changes, you must cancel your original prepay reservation with applicable cancellation fee and re-book at then current rates.
  • At time of rental pick-up, location rental qualification rules apply. The name on all rental credentials (license and credit or debit card) must match the name on the reservation. If the names do not match, it is deemed a non-permissible change to your prepay reservation and must follow procedures to cancel and re-book at then current rates (with applicable cancellation or no-show fees).
  • At the time of pick up, driver must present a valid driver's license and credit card (or debit card at participating locations) in the driver's name. A prepaid charge card is not an acceptable credential. All drivers must have a safe driving record.
  • At time of pick up, driver must present a valid, drivers license and credit or debit card in the driver's name. If the drivers license is not U.S.-issued, you must present your drivers license and either a passport or a Canadian enhanced license in the driver's name.
  • At the time of rental, the renter or authorized driver may be subject to an electronic DMV check from the issuing state of the driver's license, or may be asked to sign a declaration attesting to specific criteria.
  • Positive identification in addition to your driver's license may be required.
  • Your total rental rate is calculated based on the information provided at time of reservation.
  • Vehicles are rented on a daily (24-hour) basis. There is a 29-minute grace period for returns. After 30 minutes late, a 3/4-day late charge + $.01 + taxes apply. After 90 minutes late, full-day late charges + taxes apply. There is no grace period for rental fees, surcharges and optional equipment or protections charges, so full-day late charges will apply for these items.
  • Extensions or late returns result in additional charges.
  • Rather than requiring customers to be 25 to rent, Budget now rents to customers between the ages of 21-24 with a valid credit card and driver's license. At time of rental, we will automatically apply an additional underage surcharge for these drivers.
  • The collection, use and retention of your information, including your personally identifiable information, provided to us in connection with payment for our services and products, or participation in our programs, whether directly by you or on your behalf through a payment service, is subject to our Privacy Notice.

Cancellation Policy

  • Changes to a reservation must be done at Budget.com, Budget.com.au, or Budget.co.nz using the "Modify/Cancel" option.  Any changes to the reservation may impact the rental charges.  If a prepaid reservation is cancelled more than 24 hours before the pickup time, a $50.00 USD cancellation fee will be assessed.
  • If you need to cancel during the 24 hour period prior to the scheduled pick-up time, we will refund the full prepaid amount less a $150 USD processing fee. 
  • If you do not cancel the reservation prior to the time of pick-up and the rental vehicle is not picked up on the rental date, no portion of the prepaid amount will be refunded.
  • If you return the vehicle before the original return date (early return), you will not be refunded any portion of the payment.
  • All refund requests must be submitted within six months of the scheduled rental pick up date. No refunds will be granted after this six month window.
  • Underpayments will be handled at the counter at time of rental return. Unfortunately, we can't promise that your prepaid daily vehicle rate will apply if you change vehicle types, lengthen or shorten your rental period or change your pick up location.
  • Upon returning the vehicle, Budget will process a release of the unused portion of the hold subject to your bank's procedure. This hold may take up to two weeks to be released by your bank.
  • If you have already paid toward your rental using a debit card, we will reverse any hold when the rental is over. The bank, however, may take time to post it back to your account. While this hold is in place, the funds will not be available for your use.

Supplemental Liability Insurance

Supplemental Liability Insurance is not available at this location.

Optional Coverages

Damage Waiver
In most cases, Damage Waiver is provided with the vehicle as standard. If it is included, it will be stated on your Rental Agreement Form (and in your booking confirmation). Normally between EUR 5.40 and EUR 18.00 per day.

Damage Waiver reduces the amount you pay for each clearly separate incident of damage if the vehicle is damaged (or the amount you pay to replace any keys, accessories or vehicle documents that are lost, stolen or damaged).

The amount you pay for each clearly separate incident of damage will be the lower of a) the applicable cost payable under the Theft, Loss, and Damages Policy; or b) the excess stated on your Rental Agreement Form.

Super Damage Waiver (SCDW)
An excess reduction product which reduces your damage waiver excess to zero (or, if higher, the amount shown on your Rental Agreement Form) on cars and on vans. Please check the availability of the product at the rental station.

Theft Protection waiver (TP)
In most cases, Theft Protection waiver is provided with the vehicle as standard. If it is included, it will be stated on your Rental Agreement Form (and in your booking confirmation).

Theft Protection waiver reduces the amount you pay if the vehicle is stolen during the rental period.

The amount you pay will be the lower of a) the applicable cost payable under the Theft, Loss, and Damages Policy; or b) the excess stated on your Rental Agreement Form. Normally between EUR 5.40 and EUR 18.00 per day.

Super Theft Protection waiver (STP)
An excess reduction product which reduces your theft protection excess to zero on cars and on vans. Please check the availability of the product at the rental station.

Windscreen protection
This protection reduces the amount you pay to zero if the windscreen is damaged while you're renting the vehicle. Having windscreen protection also means you won't pay a Damage/Loss/Repair Processing Fee. Please check the availability of the product at the rental station.


Credit Card Policies

We accept:

  • American Express (excluding American Express Traveller's Cheque cards)
  • Visa credit cards
  • Visa debit cards
  • Visa Electron Cards
  • Maestro credit
  • Budget-issued charge cards
  • Cash


We don't accept Cirrus cards, JCB cards, any pre-paid cards even if they carry the Visa or MasterCard logo or any other cards not listed above.

 

Pre-authorisations and Security Deposits
Unless confirmed otherwise, the amount of the pre-authorisation taken on pick-up of the rental vehicle is calculated as follows:

(starting from minimum EUR 700.00 and EUR 1,000.00, depending of the vehicle category)

* The "vehicle rental price" includes the vehicle rental cost and all optional extras you've requested, calculated at the start of the rental based on the intended length of the rental. For the avoidance of any doubt, any "Pay at Location" amount you owe in relation to the vehicle rental (including any optional extras) will be included as part of the pre-authorisation and will be charged to you at the end of the rental (using the card provided for the purposes of the pre-authorisation, unless agreed otherwise).

** If you buy our "Fuel Up Front" product, we will reduce the EUR 700.00 - EUR 1000.00 by the amount we charge you for the "Fuel Up Front" product

The EUR 700.00 - EUR 1000.00 is included as part of the pre-authorisation in case we have to charge you at the end of the rental for any of the following:

i. costs to refuel the vehicle (where relevant).

ii. additional rental charges in circumstances where you fail to return the vehicle or any optional extras at the end of the agreed rental period or to the agreed return location.

iii. any additional charges or fines you incur relating to your use of the vehicle (which we have been notified of prior to you returning the vehicle, which will include, for example, charges relating to traffic violations); and/or

iv. costs incurred as a result of exceeding any relevant mileage restrictions.


Where the pre-authorisation we take does not cover the charges you incur, we will request you make a further payment for the additional amounts owed.

In relation to certain high value vehicles, we may require you to provide us with two payment cards for the purposes of the pre-authorisation. Where this is the case, this will be confirmed when making a booking.

Debit Card Policies

Debit cards are not accepted.


Drivers License

Requirement to bring a valid driving licence with you.

In Albania, all drivers must bring their valid driving licence with them.

If any of the following applies:

  • their driving licence was issued in Europe,
  • their driving licence was issued in a non-European country (except for customers from the following countries: Argentina, Australia, Bolivia, Brazil, Canada, Colombia, Israel, Mexico, New Zealand, South Africa and United States), or
  • their driving licence was issued in a non-roman alphabet language like Arabic, Greek, Russian, Hebrew or Japanese,


and we cannot confirm with certainty the details included within the driving licence, the driver will also need to provide either an international driving licence or an official English translation, by a notary, of their driving licence. If this might apply to you, please contact us (prior to your pickup date) as we would be pleased to confirm if an international licence or official translation will be required.

Minimum licence requirements

All drivers must have held their licences for at least 2 year from the date of pick-up.

If a licence does not show the driver has held it for the minimum period, then they must provide evidence, such as:

  • previous driving licences; or
  • a letter from their driving licence authority stating that they have held it for this minimum period.

Additional Driver Policy

The additional driver must meet the same restrictions as the primary driver and be present at the time of rental. The additional driver fee is EUR 18.00 per rental.


Age Requirements

Minimum driver age restrictions

When you book, you'll be told if there are any minimum age restrictions for the vehicle you request. If you're not sure, please check your booking confirmation email or call our customer support team.

You need to be minimum age is 21 years old to hire and drive most of our vehicles.

Maximum driver age restrictions
When you book, you'll be told if there are any maximum age restrictions for the vehicle you request. If you're not sure, please check your booking confirmation email or call the reservations team.

In most cases there is no maximum driver age restriction. If you are renting with one of our affiliates listed in 1. (Rental Provider) there may be a maximum driver age set at either 75 years of age for insurance reasons.


Estimated Totals

Estimated total includes base rate, taxes, and surcharges. Items such as coupon discounts, child safety seats and gas are NOT included in the estimated total. Optional coverages and one-way fees are subject to tax in certain locations. This tax is not reflected in the Estimated Total.

Estimated total is subject to change based upon exchange rates at the time of rental.

Travel Into Other Countries

Unless we agree otherwise, you are only allowed to use the vehicle in:

  • Austria
  • Bosnia
  • Bulgaria
  • Croatia
  • Czechia
  • Greece
  • Hungary
  • North Macedonia
  • Montenegro
  • Romania
  • Serbia
  • Slovakia
  • Slovenia
  • Switzerland
  • Kosovo


Please note that if you are permitted to take the vehicle outside of Albania it is your responsibility to make sure you comply with legal requirements applicable in the relevant country/countries you travel in.
If you want to pick up the vehicle and return it to a different location, an additional fee will be payable.

If you asked for a one-way rental when you booked, the fee will be included in your total rental price.

If you didn't ask for a one-way rental when you booked and you want to return the vehicle to a different location in the same country, you can expect to pay an additional fee of between EUR 18.00 and EUR 120.00.

If you didn't ask for a one-way rental when you booked and you want to return the vehicle to a different location, in a different country, you can expect an additional fee of between EUR 120.00 and EUR 1,500.00.

Drop off is permitted only in Austria, Bosnia, Bulgaria, Croatia, Czechia, Greece, Hungary, North Macedonia, Montenegro, Romania, Serbia, Slovakia, Slovenia, Switzerland and Kosovo, only in certain locations agreed by Budget Albania.
For any other countries cross border and drop off are not permitted.

Drop offs at a different location must be agreed with us in advance. Please contact us if you would like to understand what additional fee will apply to a one-way rental in circumstances where it didn’t form part of your original rental agreement.

If you did not request a one-way rental but return the vehicle to a different location, you will be charged a one-way fee at the ‘pay at location’ prices available on the day you return the vehicle.
