General Directions
COUNTER: AIRLINE PASSENGERS - Cancun Intl Airport has 4 terminals, a counter is available in each terminal. National or Domestic: Terminals 2 & 4 are located near baggage claim and are fully visible. International: Terminals 2 & 3, Go to the Customers Inspection area, once inspected the customer can leave through the insulated door and go immediately to the car rental counter. Terminal 4, Go to the Customers Inspection area, once inspected the customer can leave through the insulated door and go to baggage claim area for domestic flights to the car rental counter. CARS: On-site. RETURNS: The area of delivery and return is within the property of the airport for car rental companies. It is in the main road towards the end of Terminal 2 on the right side. A shuttle is available to take customers to the airport. No shuttle fee. AFTER-HOURS RETURNS: Not allowed.

Terms and Conditions

Prepay Rules
  • Retain your reservation confirmation number as it is necessary for modification, cancellation or no-show refund requests. Changes to your prepay reservation must be made either on Budget.com, Budget.com.au or Budget.co.nz or at the rental counter. At time of change, current rates, taxes and fees apply.
  • Your credit or debit card will be charged upon reservation confirmation. Method of prepayment toward your rental may not be changed after confirmation.
  • Debit cards are not accepted at some Budget locations and are not a recommended form of prepayment.
  • While a debit or prepaid charge card is an acceptable form of rental prepayment online, they may not be accepted for the credit hold required when you pick up your vehicle.
  • Please review the terms and conditions on our confirmation page regarding credit or debit card acceptance at the location. To release the vehicle to you at time of pick-up, all rental terms and conditions must be met, regardless of your original prepayment.
  • Prepaid Debit/Gift cards are not acceptable methods of credit identification to pick up a vehicle at any location. One of the above mentioned cards must be presented. Prepaid Debit/Gift cards are accepted at time of return only.
  • The same credit or debit card used to complete an online Pay Now reservation must be presented at the rental pick-up counter as a form of identification.
  • Generally, at the time of rental, we'll require an authorization hold on your credit card or debit card. A prepaid charge card is not accepted for this required hold.
  • The card presented at pickup will be the card of record for the rental.
  • If you use a debit card at a location that accepts them, we will perform a credit check to ensure credit worthiness before releasing the vehicle and you must also present a second form of current identification.
  • Prepaid reservations are only offered at participating locations.
  • Upon paying your rental with a Debit Card, Budget will generally request an authorization hold against your account for the estimated charges of the rental but reserves the right in its sole, discretion, to request extra value based on certain factors as we deem appropriate. Some exceptions may apply. THESE FUNDS WILL NOT BE AVAILABLE FOR YOUR USE.
  • If you selected Fuel Service Option, fuel price isn't included in your reservation total, but prevailing market rate will be added when you return your vehicle .
  • Budget accepts most major credit cards as credit identification at the time of rental. Accepted credit cards: Budget Charge Card, American Express, AT&T Capital, Diner's Club Intl, Discover, China Union Pay, GE Capital, JCB, MasterCard, PHH, Sears and Visa. Some locations may not accept each of the referenced cards.
  • Coupons may be applied to prepay rentals. Vouchers or Budget rental certificates cannot be used in conjunction with a prepay reservation.
  • Gift Cards (Budget or any other) are not allowed on prepay reservations.
  • When the rental is over, we will process the reversal but the bank may take time to post it back to the account - unless you already paid toward your rental, in which case the hold will be only $100 USD. While this hold is in place, the funds will not be available for your use.
  • Budget is not responsible for any returned checks or overdrafts based on this policy.
  • Your quoted rental rate is based on the exact parameters (locations, dates, etc.) of your particular rental - changing your confirmed reservation parameters could result in a different rate.
  • There is no fee for making the following changes: vehicle type, options (GPS, protections, etc.), rental period dates/times, adding other drivers, switching between participating prepay pick-up locations within the same country. To change to a non-participating location or one outside of the original pick-up country, you must cancel your original reservation (with applicable cancellation fee) and re-book at then current rates.
  • Non-permissible changes include: method of prepayment; name on reservation; changing your pick-up to a non-participating prepay location or one outside of the original pick-up country. If you still wish to make these changes, you must cancel your original prepay reservation with applicable cancellation fee and re-book at then current rates.
  • At time of rental pick-up, location rental qualification rules apply. The name on all rental credentials (license and credit or debit card) must match the name on the reservation. If the names do not match, it is deemed a non-permissible change to your prepay reservation and must follow procedures to cancel and re-book at then current rates (with applicable cancellation or no-show fees).
  • At the time of pick up, driver must present a valid driver's license and credit card (or debit card at participating locations) in the driver's name. A prepaid charge card is not an acceptable credential. All drivers must have a safe driving record.
  • At time of pick up, driver must present a valid, drivers license and credit or debit card in the driver's name. If the drivers license is not U.S.-issued, you must present your drivers license and either a passport or a Canadian enhanced license in the driver's name.
  • At the time of rental, the renter or authorized driver may be subject to an electronic DMV check from the issuing state of the driver's license, or may be asked to sign a declaration attesting to specific criteria.
  • Positive identification in addition to your driver's license may be required.
  • Your total rental rate is calculated based on the information provided at time of reservation.
  • Vehicles are rented on a daily (24-hour) basis. There is a 29-minute grace period for returns. After 30 minutes late, a 3/4-day late charge + $.01 + taxes apply. After 90 minutes late, full-day late charges + taxes apply. There is no grace period for rental fees, surcharges and optional equipment or protections charges, so full-day late charges will apply for these items.
  • Extensions or late returns result in additional charges.
  • Rather than requiring customers to be 25 to rent, Budget now rents to customers between the ages of 21-24 with a valid credit card and driver's license. At time of rental, we will automatically apply an additional underage surcharge for these drivers.
  • The collection, use and retention of your information, including your personally identifiable information, provided to us in connection with payment for our services and products, or participation in our programs, whether directly by you or on your behalf through a payment service, is subject to our Privacy Notice.

Cancellation Policy

  • Changes to a reservation must be done at Budget.com, Budget.com.au, or Budget.co.nz using the "Modify/Cancel" option.  Any changes to the reservation may impact the rental charges.  If a prepaid reservation is cancelled more than 24 hours before the pickup time, a $50.00 USD cancellation fee will be assessed.
  • If you need to cancel during the 24 hour period prior to the scheduled pick-up time, we will refund the full prepaid amount less a $150 USD processing fee. 
  • If you do not cancel the reservation prior to the time of pick-up and the rental vehicle is not picked up on the rental date, no portion of the prepaid amount will be refunded.
  • If you return the vehicle before the original return date (early return), you will not be refunded any portion of the payment.
  • All refund requests must be submitted within six months of the scheduled rental pick up date. No refunds will be granted after this six month window.
  • Underpayments will be handled at the counter at time of rental return. Unfortunately, we can't promise that your prepaid daily vehicle rate will apply if you change vehicle types, lengthen or shorten your rental period or change your pick up location.
  • Upon returning the vehicle, Budget will process a release of the unused portion of the hold subject to your bank's procedure. This hold may take up to two weeks to be released by your bank.
  • If you have already paid toward your rental using a debit card, we will reverse any hold when the rental is over. The bank, however, may take time to post it back to your account. While this hold is in place, the funds will not be available for your use.

Supplemental Liability Insurance is not available at this location.

Optional Coverages

Collision Damage Waiver (CDW)

Purchase of CDW is optional and reduces the customer's financial responsibility for damage to the vehicle. The customer's responsibility in case of accident or theft is a minimum of 18,700.00 MXN not to exceed 33,000.00 MXN, in addition to a security deposit (see Security Deposit amounts below for amount).  If the value of damages is less than the deductible the customer will pay for the vehicle repair.  Theft, vandalism or damage to parts and accessories are not covered.

 

If CDW is declined, renter is fully responsible for loss or damage - paying true market value of the rented vehicle, including but not limited to towing, storage, impound, loss of use and administrative fees subject to the terms and conditions of the rental agreement and applicable laws.

AMAS:  Asset Monitoring Activation Surcharge:
At the time of rental, the rental agreement will automatically be charged the AMAS Surcharge for rental transactions where CDW/LDW is declined.

The cost for AMAS varies from 160.00 MXN per day, not to exceed 240.00 MXN  per day, depending on car group.

 

Security Deposit Amounts

Security deposit amounts will be stated per each car category on the car selection. At the end of the rental, if there are no extra charges to make (due to possible damage and or other additional services), the location will release the funds immediately. Due to bank processing times, this could be delayed a couple of days, but we find that typically customers have their refund within 5 to 10 business days.

 

The security deposit hold amount for damage responsibility is as follows:
SLI will be 10,000 MXN, CDW is accepted 5000.00 MXN, CDW and SLI is accepted 5000.00 MXN, CDW is declined 30,000.00 MXN for Economy Car, Compact Car, Intermediate, Standard, Full Size 

SLI will be 25.000.00 MXN, CDW is accepted 10,000 MXN, CDW and SLI is accepted 10,000.00 MXN, CDW is declined 50,000.00 MXN  for Economy SUV, Intermediate SUV, Minvan, Premium and Pickup

SLI will be 35,000 MXN, CDW is accepted 12,500 MXN, CDW and SLI is accepted 12,500.00 MXN, CDW is declined 70,000.00 MXN for  Minivan, Full Size Van, Luxury  SUV
SLI will be 37,400.00 MXN, CDW is accepted 33,000.00 MXN, CDW and SLI is accepted 33,000.00 MXN, CDW is declined 70,000.00 MXN for Suburban

Additional coverage may be available at the counter, check with the reservation center or the counter prior to the rental.


Credit Card Policies

CREDIT CARD REQUIREMENTS: A 3% credit card recovery fee will apply to rentals paid with American Express Cards.  The credit card must be presented at the time of rental.  Make sure your credit card has enough available credit.  The renters name must be on the credit card. The signature on the back must match the name imprinted on the card and the signature on the rental agreement. In the event that you fail to present a valid credit card, or there is a lack of sufficient funds available on the credit card, or the credit card is not in the lead driver’s name, the car rental agent may refuse to release the vehicle. In these instances, no funds paid will be reimbursed.

PREPAYMENT: If you pre-paid online or through our call center, the name printed on the card must be presented by the renter at the location and must match the name booked on the transaction.

ADDITIONAL CHARGE CARD HOLD: For security deposit, only Credit Cards are accepted. Debit cards are not accepted.
All rentals require a deposit in the amount of the total estimated rental charges, plus damage responsibility to be held as a deposit on the credit card at the time of rental. For Damage Responsibility amounts please see Security Deposit Amounts under Optional Coverages section. The rate of exchange at the time of credit card billing will apply. When the rental is over, we will process the reversal but the bank may take time to post it back to the account. Due to bank processing times, this could take up to ten days for the hold to be released through your bank, depending on how often the bank settles its pre-authorizations.

If you fail to return the vehicle as agreed, Budget will obtain additional authorizations from your account to cover the rental charges.

Debit Card Policies

• Debit cards are accepted as payment method. Payment must be done at the beginning of car rental. 
• Debit cards are accepted for security deposit. Security deposit will be charged as a fee and will be reimbursed 15 business days after contract closing. 
• Debit card´s signature on the reverse side must match the name and signature on your official identification.


Drivers License

All drivers, including underage and additional drivers, must be able to present a valid non-expired driver’s license at the time of rental. Your license must be issued from the State/Province where you currently live. If you are an international renter:  All overseas renters require a passport as well as a driving license. Drivers must have a valid non-expired driving license and photographic identification at the time of rental. Drivers are not allowed to rent a vehicle with only an International driver’s permit. If your driver’s license is not in the Roman alphabet (i.e. if it is Arabic, Greek, Russian or Chinese) you need to bring an International Driving Permit and your domestic license.


Public Liability and Property Damage

Public liability insurance is with in accordance of the insurance laws of the country. Customer may inquire for additional information of the benefits, conditions and acceptance at the time of rental.


Additional Driver Policy

All drivers must meet the same restrictions as the primary driver.  Additional Driver Fee:  120.00 MXN per day for each additional driver, plus tax.  A young driver fee will apply for drivers 18-24 years of age.  There are an unlimited number of additional drivers that can be added to your rental.


Additional Information

Smog Control Driving Restrictions – Local laws require that vehicles may only be driven six days a week. Off days for each vehicle are determined by license plate numbers. A rental car may need to be exchanged at the office for another allowed to be driven that day. Age Requirements

The minimum age to rent a vehicle is 18. The maximum age to rent a vehicle is 75. An Young Driver fee of 250.00 MXN per day, plus tax will apply for renters ages 18-21.

We will not offer a car rental to anyone under the age 18. There are no exceptions allowed.
For Foreigners: All foreign customers must present a valid passport that identifies them at the counter.

For Mexican citizens: All domestic customers must present a valid official photo ID, such as a voting card issued by the National Electoral Institute of the United Mexican States or a valid passport.


Fuel Policy

Specific information is not available at this time.


No Smoking Policy

All of our vehicles are smoke-free. Smoking is strictly prohibited inside the vehicle. Every customer has a fundamental right to breathe the air.

A cleaning fee of 4000.00 MXN will be applied should smoking in the vehicle occur during the rental period. 
Please respect others who do not smoke and who have smoke allergies.

Tobacco smoke emits a pungent smell that becomes residue on fabrics, fibers and car surfaces, emitting a strong odor that most car renters find to be unpleasant and/or have allergies. 

 


Travel Into Other Countries

Cars can be returned to other Budget locations within this country based on car availability.  Cars are not allowed on any ferry.  Cars are permitted outside of Mexico with the following restrictions: No cross border into South America or Central America.  Travel into the U.S. is permitted. A special protection is required with an additional cost of 180.00 MXN plus tax per day.  Cross border travel to the United States is not available in some locations, it is mandatory to notify the location for prior authorization.  Cross border travel to Central and South America is not permitted.  Vehicles are not available for one-way rentals outside this country.  Check with the location upon arrival for additional details.
