Terms and Conditions

Prepay Rules
  • Retain your reservation confirmation number as it is necessary for modification, cancellation or no-show refund requests. Changes to your prepay reservation must be made either on Budget.com, Budget.com.au or Budget.co.nz or at the rental counter. At time of change, current rates, taxes and fees apply.
  • Your credit or debit card will be charged upon reservation confirmation. Method of prepayment toward your rental may not be changed after confirmation.
  • Debit cards are not accepted at some Budget locations and are not a recommended form of prepayment.
  • While a debit or prepaid charge card is an acceptable form of rental prepayment online, they may not be accepted for the credit hold required when you pick up your vehicle.
  • Please review the terms and conditions on our confirmation page regarding credit or debit card acceptance at the location. To release the vehicle to you at time of pick-up, all rental terms and conditions must be met, regardless of your original prepayment.
  • Prepaid Debit/Gift cards are not acceptable methods of credit identification to pick up a vehicle at any location. One of the above mentioned cards must be presented. Prepaid Debit/Gift cards are accepted at time of return only.
  • The same credit or debit card used to complete an online Pay Now reservation must be presented at the rental pick-up counter as a form of identification.
  • Generally, at the time of rental, we'll require an authorization hold on your credit card or debit card. A prepaid charge card is not accepted for this required hold.
  • The card presented at pickup will be the card of record for the rental.
  • If you use a debit card at a location that accepts them, we will perform a credit check to ensure credit worthiness before releasing the vehicle and you must also present a second form of current identification.
  • Prepaid reservations are only offered at participating locations.
  • Upon paying your rental with a Debit Card, Budget will generally request an authorization hold against your account for the estimated charges of the rental but reserves the right in its sole, discretion, to request extra value based on certain factors as we deem appropriate. Some exceptions may apply. THESE FUNDS WILL NOT BE AVAILABLE FOR YOUR USE.
  • If you selected Fuel Service Option, fuel price isn't included in your reservation total, but prevailing market rate will be added when you return your vehicle .
  • Budget accepts most major credit cards as credit identification at the time of rental. Accepted credit cards: Budget Charge Card, American Express, AT&T Capital, Diner's Club Intl, Discover, China Union Pay, GE Capital, JCB, MasterCard, PHH, Sears and Visa. Some locations may not accept each of the referenced cards.
  • Coupons may be applied to prepay rentals. Vouchers or Budget rental certificates cannot be used in conjunction with a prepay reservation.
  • Gift Cards (Budget or any other) are not allowed on prepay reservations.
  • When the rental is over, we will process the reversal but the bank may take time to post it back to the account - unless you already paid toward your rental, in which case the hold will be only $100 USD. While this hold is in place, the funds will not be available for your use.
  • Budget is not responsible for any returned checks or overdrafts based on this policy.
  • Your quoted rental rate is based on the exact parameters (locations, dates, etc.) of your particular rental - changing your confirmed reservation parameters could result in a different rate.
  • There is no fee for making the following changes: vehicle type, options (GPS, protections, etc.), rental period dates/times, adding other drivers, switching between participating prepay pick-up locations within the same country. To change to a non-participating location or one outside of the original pick-up country, you must cancel your original reservation (with applicable cancellation fee) and re-book at then current rates.
  • Non-permissible changes include: method of prepayment; name on reservation; changing your pick-up to a non-participating prepay location or one outside of the original pick-up country. If you still wish to make these changes, you must cancel your original prepay reservation with applicable cancellation fee and re-book at then current rates.
  • At time of rental pick-up, location rental qualification rules apply. The name on all rental credentials (license and credit or debit card) must match the name on the reservation. If the names do not match, it is deemed a non-permissible change to your prepay reservation and must follow procedures to cancel and re-book at then current rates (with applicable cancellation or no-show fees).
  • At the time of pick up, driver must present a valid driver's license and credit card (or debit card at participating locations) in the driver's name. A prepaid charge card is not an acceptable credential. All drivers must have a safe driving record.
  • At time of pick up, driver must present a valid, drivers license and credit or debit card in the driver's name. If the drivers license is not U.S.-issued, you must present your drivers license and either a passport or a Canadian enhanced license in the driver's name.
  • At the time of rental, the renter or authorized driver may be subject to an electronic DMV check from the issuing state of the driver's license, or may be asked to sign a declaration attesting to specific criteria.
  • Positive identification in addition to your driver's license may be required.
  • Your total rental rate is calculated based on the information provided at time of reservation.
  • Vehicles are rented on a daily (24-hour) basis. There is a 29-minute grace period for returns. After 30 minutes late, a 3/4-day late charge + $.01 + taxes apply. After 90 minutes late, full-day late charges + taxes apply. There is no grace period for rental fees, surcharges and optional equipment or protections charges, so full-day late charges will apply for these items.
  • Extensions or late returns result in additional charges.
  • Rather than requiring customers to be 25 to rent, Budget now rents to customers between the ages of 21-24 with a valid credit card and driver's license. At time of rental, we will automatically apply an additional underage surcharge for these drivers.
  • The collection, use and retention of your information, including your personally identifiable information, provided to us in connection with payment for our services and products, or participation in our programs, whether directly by you or on your behalf through a payment service, is subject to our Privacy Notice.

Cancellation Policy

  • Changes to a reservation must be done at Budget.com, Budget.com.au, or Budget.co.nz using the "Modify/Cancel" option.  Any changes to the reservation may impact the rental charges.  If a prepaid reservation is cancelled more than 24 hours before the pickup time, a $50.00 USD cancellation fee will be assessed.
  • If you need to cancel during the 24 hour period prior to the scheduled pick-up time, we will refund the full prepaid amount less a $150 USD processing fee. 
  • If you do not cancel the reservation prior to the time of pick-up and the rental vehicle is not picked up on the rental date, no portion of the prepaid amount will be refunded.
  • If you return the vehicle before the original return date (early return), you will not be refunded any portion of the payment.
  • All refund requests must be submitted within six months of the scheduled rental pick up date. No refunds will be granted after this six month window.
  • Underpayments will be handled at the counter at time of rental return. Unfortunately, we can't promise that your prepaid daily vehicle rate will apply if you change vehicle types, lengthen or shorten your rental period or change your pick up location.
  • Upon returning the vehicle, Budget will process a release of the unused portion of the hold subject to your bank's procedure. This hold may take up to two weeks to be released by your bank.
  • If you have already paid toward your rental using a debit card, we will reverse any hold when the rental is over. The bank, however, may take time to post it back to your account. While this hold is in place, the funds will not be available for your use.

Supplemental Liability Insurance

Supplemental Liability Insurance is not available at this location.


Optional Coverages

Loss Damage Waiver (LDW)
Customer is liable for the full value of the Budget vehicle if Loss Damage Waiver (LDW) is not taken. If LDW is purchased, the renter's liability is reduced to an amount ranging from SID 3,000.00 to SID 3,500.00, depending on the car group rented.  All accidents occuring in Malaysia will result in an additional surcharge of SID 1,000.00.  LDW does not cover any missing items, vandalism, damage from riots or any non-collision-related damage. Just ask at the Budget rental desk when you collect your car.

Global insurance coverages are always subject to change. Please verify at time of rental.


Credit Card Policies

Credit Card Policies and Authorization Hold
American Express, MasterCard, Visa, Avis Card. Most major credit cards are accepted as credit identification at the time of rental.
An authorization hold will be performed on your credit card. The exact amount of Credit Card authorization will vary by the rate, car group, length of rental, and miscellaneous charges. You may check with the rental counter for an estimate of the authorization amount.
For Singapore, credit card must be either:
(a) Owned by the main driver, or
(b) Owned by an affliate who will be available to be physically present at the time of pick-up and drop-off. Credit card owners have to sign an acknowledgement form to allow driver to use their credit card.
Debit cards are not accepted.
For International rentals, the policy for credit and debit card use may vary. Some locations may or may not accept debit cards.


Debit Card Policies

Visa and Master Card debit cards are classified as cash and accepted at rental check-in/vehicle return only.


Drivers License

Driving License must be in English with the following details:
Full Name
Photo Identification
Date of Obtaining Driving License
Validity Date (if any)
Legitimate Driving License Card endorsed by 

If any of the above are not met, driver needs to get an International Driving License. It is recommended to get an International Driving License if the driver is unsure. We hold the rights to deny the renter from renting if this does not meet the requirements

 


Public Liability and Property Damage

Public liability insurance is with in accordance of the insurance laws of the country. Customer may inquire for additional information of the benefits, conditions and acceptance at the time of rental.


Additional Driver Policy

Additional drivers must meet the same requirements as the primary driver. Fee: SID 10.60 per day, maximum SID 106.00 per rental per additional driver.


Additional Fees

Your total rental rate is calculated based on the information provided at time of reservation.
Online reservations reflect an estimated rental rate that is subject to change due to factors such as local taxes, additional add-ons, fuel options and more.
If the country of residence on the renter's credentials do not match the country indicated on the reservation, the rental rate will change.
Vehicles are rented on a daily (24-hour) basis.
Late returns will incur late additional charges.
Tax and tax related surcharge rates are subject to change without notice.
Frequent Flyer surcharges may be applied at time of rental.
At many airport locations, concession recovery and facility fees may be charged.
At many locations a vehicle licensing cost recovery fee and a energy recovery fee may be charged.
Extensions or late returns result in additional charges.

Rental Agreement

Please always review the rental terms and conditions and your rental agreement when you check the vehicle out. You can also find the relevant contact details on your rental agreement.

 

Festive Season Mandatory Deposit
For festive seasons (i.e. Chinese New Year week, Hari Raya Puasa week, National Day, Deepavali, Christmas), a non-refundable deposit of $300 will be required to secure a vehicle. Customers must leave their email and phone number during this periods. For bookings without any contact information, Budget reserves the right to cancel the booking and not allocate a vehicle. Customers may reach out to us to find out more if their booking dates are within the peak season.

Budget Discounts (BCD)/ Coupons (BCN)
For a selection of travel industry or corporate Budget Discount codes, proof of employment or a letter from the HR/Procurement maybe needed prior to the rental to enjoy the rates shopped. Customers who are not verified will be denied of the rates shopped and subject to walk-in rates.

Excess charge in case of damage
- Excess charges apply per incident/accident. Excess charges do not cover a series of incidences/accidents.

Criteria for use of vehicle
 - No smoking in vehicle
 - No durian in vehicle
 - No modification / personal repair of cars allowed
 - No specific vehicle make and model guaranteed
 - Ancillaries are subject to availability at time of pick up


Age Requirements

The minimum rental age may vary by location worldwide. In Singapore, drivers must be 23 years old and above and maximum age is 73. There is no exceptions for younger drivers. For International rentals, maximum and minimum age policies and young driver charges may apply and vary by country.

 

 


Estimated Totals

Estimated total quotation includes base rate, taxes, and surcharges. Some items such as refueling are NOT included in the estimated total. Optional services and one-way fees are subject to tax in certain locations.
If you are unsure of your charges, please clarify with the rental service agent upon checking your rental agreement.
Estimated total is subject to change based upon exchange rates at the time of rental.

Travel Into Other Countries

Customer has to sign contract to accept the terms and conditions of driving into Malaysia. It is mandatory for customers to inform our counter staff, sign on the terms and pay the cross border charges. Failure to do so would make customer liable for 100% of the car damages even if CDW or Theft Protection was included in price.

Cross Border Charge: SID 3.50 per day maximum 10 day charge.

Surcharge does not include Malaysia Toll Cards (Touch 'N Go Card). Customers will need to purchase it separately.

Most areas of Malaysia are allowed. Areas not allowed are:
1. Areas that are only accessible by water or air transportation (e.g. Langkawi, Sarawak, etc.)
2. Thailand borders

 

Electronic Road Pricing or Congested Area (ERP) Gantry: All Budget cars are installed with an in-vehicle unit (IU) that the Toll Card is inserted into. Each time a vehicle passes through the ERP Gantry, a charge is automatically deducted from the account. Customers can purchase the Toll Card from Budget at a cost of SID 30.00. The cards can also be purchased at most petrol stations and 7-Eleven stores. Toll cards are also required for most car parking facilities in Singapore, as well as for crossing the causeway into Malaysia. A Touch N Go Card is also required to pay the toll fee when driving in Malaysia and can be purchased from Budget at a cost of SID 30.00.
